Overview
BASOC's objective was to produce a conservative and fiscally responsible budget that does not require financial support from local government. BASOC utilized consultants experienced in financial planning and budgeting previous Olympics in developing the estimated revenues and expenditures associated with the San Francisco Bay Area Bid. These consultants included:

Former executives at the Atlanta Organizing Committee responsible for planning, organizing, and operating the games in Atlanta and
The world's leading sports architecture firm – HOK Sport.

The budget was developed with the objective to produce the best possible Olympic Games in 2012. All estimates were tested against the 1996 Atlanta experience adjusted for inflation and reviewed with organizers of the recent Olympics in Sydney. As a result of this approach, BASOC provided for increased expenditures for critical operations such as transportation, technology, and the environment. The budget reflects all costs of staging the 2012 Olympics as described in the bid document submitted to USOC in December, 2000.
